NAIROBI， May 18 (Xinhua) -- Kenya's health officials on Wednesday launched data collection initiative to harmonize statistics collection across all health institutions in the country.


Cabinet Secretary for Health Cleopa Mailu said the Health Data Collaborative Framework will strengthen and standardize measurement and accountability structure for monitoring achievement of the Sustainable Development Goal (SDG) 3 of ensuring health lives and promoting well being for all at all ages.


"Previously collection of data on patient health and health sector in general has been fragmented， with multiple parallel programs and disease-based measurement and evaluation systems，" Mailu said in Nairobi.


He said the launch of the initiative was the culmination of a high level four-day all-inclusive consultative forum in Nairobi that brought together Kenya's national and county governments and other stakeholders in the health sector.


Mailu said Kenya is one of the five countries that have been selected by the Global Health Data Collaborative to receive this support.


The aim of the mission is to promote technical and political support in the health sector and accountability platform to raise the profile of post-2015 SDGs， and agree on a high level roadmap for implementation of priority health information systems.


"The initiative is timely， coming at a time when Kenya is mobilizing stakeholders at national and county levels to work together to effectively use the resources available to accelerate various interventions and track key government investments，" Mailu noted.




PANAMA CITY， May 8 (Xinhua) -- Panama will begin on Monday to transfer to Mexico some 3，400 U.S.-bound Cuban migrants that have been stranded without papers on the Panamanian territory， local media reported Sunday.


"The transfer of thousands of Cubans stranded in the province of Chiriqui is expected to begin on Monday，" the daily La Prensa reported Sunday， referring to the country's western province that borders Costa Rica to the west.


The first group of 250 Cubans will be flown via charter flights of Panama's Copa Airlines to a Mexican city bordering the United States， according to the daily La Estrella.


The Panamanian authorities were processing the necessary paperwork and health certificates "to prepare these people for their voyage， first to Mexico， and then to the United States，" La Prensa said.


Jose Donderis， director general of Panama's National Civil Protection System， told La Prensa that the Cuban migrants must pay for their air tickets.


The migrants have been trapped in Chiriqui for more than five months， "waiting to fulfill their 'American dreams，'" La Prensa said.


The sudden wave of migrants prompted small Central American nations to contain the potential humanitarian crisis and condemn skewed U.S. immigration laws regarding Cubans.


As a way of embarrassing the Cuban government， the United States has long woo disaffected Cubans with fast-track residency and other privileges， which some fear will end along with the rapprochement between the two countries since last year.


However， Washington has said it will not change its immigration policy.




BEIJING， April 25 (Xinhua) -- China's anti-graft authorities on Monday published details of malfeasance and rectifications by several central-level departments and state-run enterprises inspected in the fourth quarter of 2015.


They include the Agricultural Development Bank of China， China Federation of Literacy and Art Circles， the People's Insurance Co. (Group) of China Ltd.， China Investment Corp. and the Communist Young League Central Committee.


All have made changes based on their feedback， and investigations have been launched into officials suspected of violations or undesirable work styles.


The Agricultural Development Bank of China issued administrative punishments to 343 people in 2015 and 34 people in 2016. A total of 122 senior officials were held responsible for misconduct in 2015.


The People's Insurance Co. uncovered and punished misconduct in the recruitment and promotion of staff， with two people fired for nepotism.


Employees of China Investment Corp. were found to have paid for rounds of golf with public funds， used government vehicles for their own use and bought and used luxurious goods. Those involved have received Communist Party of China (CPC) or administrative punishments including wage cuts and demotion.


Since the 18th CPC National Congress in late 2012， inspection teams have completed eight rounds of inspections， covering all major provincial governments， large state-owned enterprises and central financial institutions.
